A dash under Cities means that nowhere in that country is there a city with a pool attached to it, so work there runs at country level. The same proxy by country view exists in the dashboard, where carrier and ISP breakdown is available after registration.
What is behind the numbers in this table
Three numbers carry this page, so it is worth saying exactly how each is produced.
A city enters the count only if it holds a pool of its own. A handful of stray addresses in a town is not something you can target, and including it would pad the total without making the pool any more useful. That is why a country can hold thousands of proxy IP addresses and still show a short city list.
All figures are rounded down and carry a plus sign. Devices join and leave the pool continuously, so a precise number would be stale within hours. The line "data as of August 2026" means these values were read on that date and are refreshed each quarter, not live.
The ISP column counts distinct networks holding addresses in that country. It will not reconcile exactly with the pool size, because a share of addresses carries no confirmed network attribution. That gap is real, and showing the honest count is better than inventing one.

Coverage by region
Looking at proxy locations by region rather than by rank makes the shape of the network clearer. North America carries the two largest pools. The United States holds 23,000+ addresses across roughly 430 cities, which is the only place where city targeting works down into secondary metros. Canada follows with 2,900+ addresses on 31 separate networks, the widest spread of any pool at its size.
Europe is where the country list is broadest. France holds the second largest single pool anywhere in the network, Germany has the flattest city distribution on the continent, and the United Kingdom runs on carrier spread rather than city depth. Italy follows with an unusually even spread across fifteen cities, then Spain, Poland and a dozen smaller pools sized for country-level work.
In Asia and the Pacific, Australia is the standout: 18 networks behind 1,450+ addresses, the heaviest carrier mix per address anywhere in the pool, with Sydney and Melbourne almost exactly level. Japan, India, Turkey and Vietnam can be selected at country level straight from the dashboard.
How to pick the right location for your task
What decides a location is rarely the flag. Picking a proxy country comes down to whether the pool has the depth, the cities or the network mix the job needs, and those three things pull in different directions.

When city-level targeting is actually possible
A city is worth selecting only when that city holds its own addresses, and that condition is met in four of our twenty-two countries: the United States, Canada, Germany and Australia. In those, the leading metros run to hundreds of addresses each and a city-pinned job holds up without supervision.
Elsewhere the realistic unit is a location proxy chosen at country level. The United Kingdom, Italy, Spain, Japan and Poland all list cities, and you can select them, but the volume behind each runs to tens of addresses. That is enough for a spot check and thin for anything that has to sustain itself for days. The Cities column exists precisely so this is visible before you buy rather than after.
Proxy types available in every location
The same four types exist in every country. What varies between locations is the proportion of each, and that is visible in the dashboard rather than here.

A struck-through UDP means the protocol is unavailable on that type. UDP is off on mobile addresses in every country, because mobile operators place subscribers behind carrier-grade NAT, and available on everything else.
Cannot find the country you need
The list moves in one direction only: a country appears once there are real addresses on real networks behind it. Adding a flag to look comprehensive would cost nothing and mean nothing, so we do not do it.
If the location you need is missing, open a ticket from your account with the country and a rough idea of the volume. Those requests are recorded and they carry weight when the network is extended, since building into a market nobody asked about wastes capacity that could go somewhere useful.

How do I see the current number of addresses in a country?
Register, open the proxy list and filter by country. That view is the authoritative one. Everything here is a snapshot taken in August 2026, rounded down and refreshed each quarter, so it will normally sit a little below what you actually find.
Can I select a city?
In the United States, Canada, Germany and Australia, comfortably. In the other countries a city can be selected but the pool behind it is small, so for anything beyond a spot check the country proxy is the safer unit. The Cities column tells you which case applies.
Is UDP supported in every location?
UDP runs on residential, ISP, static and datacenter addresses in all 22 countries. It is unavailable on mobile addresses anywhere, since mobile operators place subscribers behind carrier-grade NAT. Remote DNS works on every type and in every location.
What if my country is not listed?
Open a ticket from your account naming the country and the volume you need. Requests are logged and weighed when the network expands. New locations get no announced dates, since a pool is either there or it is not, and promising one early helps nobody.
